Dear Chair Leahy, Chair DeLauro, Vice Chairman Shelby, and Ranking Member Granger:
The undersigned organizations from across the research and health ecosystem wish to thank you for your leadership in allocating resources needed to improve the health, wellbeing, and security of all Americans. Your efforts to advance a final FY23 spending plan are greatly appreciated. We understand that finalizing FY23 appropriations legislation can be particularly challenging in an election year and that there are several competing legislative priorities as we approach the end of the 117th Congress. As it stands, however, research and other tools essential to meeting today’s challenges are weakened by a budget that has not been updated to reflect current realities.
It is in that context that we urge you to secure passage of a FY23 Omnibus spending bill before the current CR expires on December 16, and to include boosted funding for the National Institutes of Health (NIH) and our nation’s other research agencies. This step is crucial to seeding public-private sector success in advancing seminal research, out-innovating emerging infectious disease threats, and producing positive health outcomes. Our nation requires prescient investment to respond to the challenges of today.
Our country reaps a strong return on our investment in our federal research agencies, facilitating health and economic benefits that multiply over time and far exceed our initial investment. This year alone, the return on federal and private sector research investment is evident in the development of a next generation of mRNA technology, a novel drug therapy for treatment of type 2 diabetes, and countless other medical advances. At the same time, NIH-funded research in every state across the country generated $94.18 billion in economic activity nationwide in FY21.
Our nation’s timely investment in research and innovation is vital to our future. We are grateful for your role, and that of your respective staff members, in advancing the wellbeing of the American people and populations across the globe. Please exert your leadership to expeditiously pass an FY23 Omnibus spending bill with robust investment in NIH and our nation’s other research and public health agencies before the December 16 expiration of the current continuing resolution.
